Abstract

The thesis presented in the following pages works to understand the role of a leader in the broad historical sense and in relationship to the United States Congress. The best way to understand what it takes to be a leader and accomplish one’s goals is to examine leadership in theory and then test that theory on an actual case study. The first two chapters provide the reader with insights into leadership in a theoretical context. The third and fourth chapters are the real world actions of a proven leader in the US House of Representatives. Representative Pat Williams’s work with the National Endowment for the Arts provides the case study of leadership in action. The final chapter is an analysis to determine whether the academic ideas of leadership fit with the actions of Representative Williams.
