Abstract
Does inequitable funding influence instructional priorities in rural school districts? Rural school districts frequently operate with fewer financial resources than their suburban and urban counterparts. Each source in this review was checked for credibility and bias. There are journal articles, scholarly books, websites, laws, and a documentary clip. This literature review examines policy analyses, empirical school finance research, and rural education scholarship to explore how inequitable state funding influences instructional priorities in rural districts. Across the literature, findings consistently demonstrate that funding inequities constrain staffing, limit program availability, and shape programmatic decision-making. Post-Great Recession finance studies further indicate that high-poverty and rural districts experienced disproportionate funding reductions, compelling schools to prioritize core academic instruction while reducing enrichment programs, extracurricular offerings, and specialized services. Overall, inequitable state funding narrows educational opportunities and shifts instructional focus toward minimum core requirements rather than comprehensive and equitable educational experiences for rural students.
